New Delhi, September 17, 2007

Dr. Udit Raj, Chairman , All India Confederation of SC/ST Organizations and National PresidentIndian Justice Party, said today in a statement that the points raised in the submissions made in the petition filed by the Ministry of Tourism and Culture before the Supreme Court were based on scientific and logical conclusions and these do not in any way affect the religious predilections of Hindus. It cannot be proved on the basis of any archaeological and scienitific data that the Setu Samudaram was built by human beings or by a vanar sena i.e. monkeys. In these circumstances, BJP should not make a political issue of this matter as that itself will weaken the foundations of Hinduism because there is no authenticity about the origin and historicity of Ramayana and Ram.

 

Dr. Udit Raj said that BJP is only imitating stance of fanatical forces of certain other religions. BJP should understand that Prophet Mohammad, Lord Christ and Lord Buddha took birth on this planet and their religions and messages are duly put in black and white. If the Vishwa Hindu Parishad seeks a comparison with these religions, they will only harm themselves. CPM and other parties are hell-bent to see that the affidavit filed by the Ministry of Culture and Tourism in which it has been declared that the Setu Samudaram has not been built by Ram and Vanar sena (monkeys) should not be taken back. There is no need to be scared so much on this issue because Dalits and Ambedkarities do not consider it an issue at all. Dalits and Ambedkarites are more concerned about issues like reservation, dignity and self-respect.

 

In the end, Dr. Udit Raj said that Culture and Tourism Minister, Ambika Soni has done nothing wrong by filing an affidavit in its present form and there is no justification for demanding her resignation on this issue. On the other hand, Congress leaders Jairam Ramesh and R.K. Dhawan appear to have a BJP mind-set. This is no issue at all. The real issues are education, employment, health etc. In the end, Dr. Udit Raj appealed to Congress President, Sonia Gandhi to arrest the growth of Congressmen with BJP mind-set.

One Day State Level Conference on Reservation Held at Kakching.

 

Kakching, June 15, 2007 (All India Confederation of SC/ST/OBC Organizations) In One Day State Level Conference on Reservation organized by All India Confederation of SC/ST/OBC Organizations’ Manipur Branch at Kakching today, where over 200 delegations from all districts of the state participated. The Confederation also condemned Moreh killing and appealed all sectin of society to maintain and restore peace and harmony among all communities.

Chief Guest of the Conference, Mr. Henry Paote – Former MLA from Karong Constituency graced the function and said that discrimination base on case and race must put to end. The provision of reservation provided in Indian Constitutions for weaker section of the society must be ensured in fair and acceptable manner. He denied the allegation given by anti-reservation forces that the reservation has failed to render any service to the weaker section of the society.

One of the Guests of Honor, Mr. Madhu Chandra – National Secretary of SC/ST Confederations said the practice of the caste in the state of Manipur is still alive and strong. Generally the public of Manipur denies the existence of caste in the state, of which he said that it is due to the lack of consciousness of caste.

The issues like Jagnath and Tirupathi temples, where the members of Scheduled Caste/Tribe (Dalits) are not allowed to enter. Mr. Chandra said that Meiteis, Lois, and Scheduled Tribes are bared from entering the Hindu temples in Manipur. The unsociability still exist in the soil of Manipur without questioning why another human being has to discrimination another human beings whereas the fundamental rights of every Indian citizens can not be discriminated on the basis of race, caste, faith and color.

Dilip Kshetriya – President of SC/ST/OBC Confederation’s Manipur branch presided over the function and his presidential remark said that his Confederation will work toward the well fare SC/ST/OBC communities in regard to provision of the reservation.

Confederation’s Secretary Mr. Ksh. Kennedy – the key organizer said that the 27% OBC Reservation in Higher Educational Institution passed by United Progressive Alliance Government will benefit all Meitei communities who fall under OBC categories. He also said that the public of Manipur have not really responded to the beneficial that can be obtained from UPA Government’s 27% OBC Reservation.

The State Level One Day Conference ended with a documentary film called India Untouched produced by K. Stalin of Dristi, Ahmedabad base on the practices of Indian Caste system.

Why Dominant Caste Hindus All Of Sudden Started Opening Ups For Dalits?

After 3000 years of domination and oppression on Indian Dalits, why has all of sudden Saffron brigades started opening up? Where was Art of Living Guru Sri Sri Ravi Shankar all these years? Why he needs to wake up now and start calling Indian Dalits to compromise with dominant caste Hindus?

After years of oppression, what does it make dominant caste Hindu to realize Dalits’ contribution as Times of India carried the following clipping in advertisement section?

 Even to this day, every Caste Hindu worships what a Dalit wrote

There is no denying the historical divide between Caste Hindus & Dalits. The occupational divide between the communities became a rigid and unjust practice, which even to this day, plagues our society. Time and again, many wise men from all castes have tried to bring about reforms. Unknown to many, the Ramayana was written by a Dalit. Historically, some of the most venerated rishis were Dalits. Why, even the narrator of the Puranas, Soot Maharishi, was a Dalit. What is the need of the hour, however, is the realisation of the truth and thereafter, reconciliation with it. Dr. Udit Raj – National Chairman of All India Confederation of SC/ST Organisations while visiting the victims of Gohana massacre where 50 Dalits homes were selectively set on fire in the presence of District Magistrate and Police forces in 2005, said, “How the pen at the hand of Dalits became brooms today?”

The Art of Living in their advertisement clipping means that the sacred book Ramayana and others are believed to have written by Maharishi Balmiki and other Dalit saints from untouchable communities. If so, then question of Dr. Udit Raj, “How the potential writing of Dalits became the brooms today” remains mystic.

Was it destined to Dalits by their own choice or they were made? India is not poor and illiterate nation but rich and literate but made desperately poor and illiterate by exceedingly rich and pseudo literate.

Dominant caste Hindus’ motives of opening ups for Dalits to reconcile, could it be because Dalits have taken the footpath of lesser known Mahatma Jyothi Rao Phule and Dr. B. R. Ambedkar, who set example to quite the religions that discriminate them and embrace other?

Many Dalit and social activists have figured enough that dominant caste Hindu population is minor representing only 15% of Indian population, yet enjoyed dominations over 85% remaining population on caste structure of Hinduism ever since their invasion on Indian soil. Dalit movement to quite caste religion will fear that dominant caste Hindu could become minor in socio and religion-political structure some day.

World that we live in never remains as a glove in Information and Technology era but it has become a flat world that the plights of Dalits hidden for centuries has started opening in the eyes of the world. Few days ago, United Nation has told India to halt caste discrimination to Indian Dalits. Equal access should be granted to Indian Dalits in the place of worship, hospital and education, reports Reuters.

Dr. Kancha Ilaiah – Dalit activist and Political Scientist defines Hinduism, “Religion that tells that human beings are created unequally is the fascism. Hinduism teaches men are created unequally.” Therefore he strongly feels that democratic religion only able to set the Dalits liberated. He defines, “Democratic religion is that human beings are created equally with equal opportunities.”

Casteism and Hinduism is knitted together. Therefore can Hinduism survive without casteism or Casteism without Hinduism? Will Hinduism really survive without casteism, if not, will Dalits be really liberated from caste and able to reconciled with dominant caste Hindus?

Dalits must respond to hoax of Saffron brigades’ call, “Stop discrimination first, then reconciliation.” Lynching five Dalits for skinning death cow, burning 50 Dalits homes in Gohana, Khailanji killing, Nithari Killing - mostly Dalit children and recent burning 16 Dalit homes at Karnal district on February 25, 2007 are atrocities against Dalits remain the same for centuries.

Many Pseudo Ambakarites and Pseudo Dalit activists have fallen at the trap of dominant caste Hindus, who violates the ideologies of Mahatma Jyothi Rao Phule and Dr. B. R. Ambedkar. United efforts of Dalits will liberate the Dalits from caste oppression. Divided efforts of Dalits will lead further into the caste captivities under the dominant caste Hindus.

The End of Upper Caste Propaganda in Global Forums

On February 23, 2007, the Indian government delegation appearing before the UN treaty body the CERD (International Convention of the Elimination of Racial Discrimination) testified that in India there are no more Brahmins, Kshatriyas, Vaishyas, Sudras and Dalits! It is unbelievable that the Government spokesperson for this viewpoint was the Jawaharlal Nehru University Professor Deepankar Gupta. The CERD body was not amused by this blatant denial of the operation of the caste system and the kind of unconvincing answers given by the Indian delegation to the pertinent and straight forward questions raised by the CERD experts on the issue of Dalits discrimination. India is a signatory to this International Convention.

Over a week ago, the States of Uttarkhand and Punjab held their State elections. Pollsters were openly describing the impact of the Upper Caste vote bank, the Dalit vote, the Jat Vote and the Backward Caste vote.

Hello Mr. Deepankar Gupta! Which India and New Delhi are you living in that you can deny that the caste system exists? Is it the city of the ‘Hindustan Times’ newspaper which weekly carries pages of matrimonial columns where the marriage advertisements are sub-divided along caste lines? Or do you also deny that these advertisements occur week after week? Perhaps we should deny that even a paper like the ‘Hindustan Times’ exists before the CERD committee. Alas, how far we Indians have fallen as we deny our soul-destroying social disorder.

The Indian Government and the economic bosses of India need to know that just as the phenomenon of ‘the world is flat’ has benefited India enormously in terms of jobs, economy and global presence, the same ‘flat world’ now fully reveals what was hidden about India for thousands of years – the social disorder of the caste system.

Fifty years after India’s Independence, the atrocities against Dalits have increased and not decreased. There are over 100,000 registered cases annually of violence against the Dalits today! The lack of a social conscience among the power brokers of Indian society stands exposed in the flat world.

We are only fooling ourselves by not addressing our social disorder. The flat world does not believe that the caste system is abolished. They now know that caste dominates Indian politics more than ever in our history. Caste polarization is a political and social reality. As the Dalit delegates to the UN conference at Durban announced, caste is worse than racism. The Prime Minister has compared the Dalit problem to apartheid in South Africa. So it is a moot point to enter into a philosophical discourse on whether casteism and racism are the same. The Dalits who are violated daily do not live in the lecturers’ hall of the universities. They live outside in the slums, the towns, the villages, in the bastis. They are found among the child laborers and the girls trafficked in the sex trade all across India.

The same disorder of caste ideology which devalues women and the girl child is causing havoc with our social balance. On December 12, 2006, UNICEF finally declared that we Indians kill off 2.5 million unborn female babies each year. This is nothing but the genocide of Indian women and there will be terrible consequences in the years to come as the ratio of men and women falls rapidly in many parts of the country.

This is the time to banish the caste system out of our social structure, minds, lives and society, and not the time to bluff the world in Global Forums. Time has run out for the caste system and its blatant devaluation and dehumanization of human beings.

Stop Discriminating Dalits irrespective of Religion. Dalit Buddhists, Hindus and OBC Supported Dalit Christian Reservation

All India Christian Council with the support of All India Confederation of SC/ST Organisations had a protest rally at New Delhi on December 11, 2006 to demand Dalit Christian reservation. All Scheduled Castes and Scheduled tribes of India irrespective of all religions used to get the constitutional provision until the Presidential Order ordinance was passed in 1950. Presidential Scheduled Caste/Scheduled Tribe Order 1950 discriminated all Dalits other than Hindu Dalits. Dr. Joseph D’souza – President of All India Christian Council said in the rally that Presidential Order 1950 violets Article 15 of Indian Constitution where it prohibits discrimination on the basis of Religion. The opposition from upper caste and Bharatiya Janta Party (BJP) that reservation should be given on the basis of religion. Dr. D’souza responded that then why discriminated Dalit Christians and Dalit Muslims on the basis of religion.

 

The Christian Communities of India demanded not less or more from Indian Government but to restore back the Scheduled caste status to all Dalits irrespective of religion which Dalits had before Presidential Order 1950 Ordinance. Ms Margret Alva – Congress Working Committee member said that before she move into politic, she filed a case in Supreme Court of India on behalf of Dalit Christian reservation. She promised that she will continue to fight for the rights of Dalit Christians.

Dr. Udit Raj – President of All India Confederation of SC/ST Organisations and Indian Justice Party said that Supreme Court of India is playing a game of delay on its judgment to Dalit Christians’ demand. Dr. Raj also said that National Commission of Linguistic and Minority Religions headed by Justice Rangnathan Misra was bias in studying socio-economic and educational condition of Dalit Christians. No Dalit Christians were invited while collecting the data on socio-economic and educational status of Dalits converted to Christianity. Dr. Raj further said that conversion did not change socio-economic and educational condition of Dalits. Like any other Dalits, Dalit Christians and Dalits Muslims are known by their same social ethnic names; remain in the same economic and educational backwardness.

Dharna staged at Jantar Mantar under the leadership of Dr. Udit Raj against AIIMS striking doctors

Government thanked for passing the bill on reservation but advised to implement the bill in one go rather than in stages.

New Delhi, December 16, 2006.

A dharna was staged at Jantar Mantar today under the leadership of Dr. Udit Raj, National Chairman of the All India Confederation of SC/ST Organizations and Indian Justice Party in support of reservation. On the 14th December, 2006, the Govt. passed a bill for 27% reservation for OBCs in educational institutions and this was followed by immediate protests at so many places including AIIMS. A befitting reply was given to the anti-reservation protestors. The main speakers at the Dharna were National President of the Indian Justice Party and its national Secretary, Dr. Chandralekha.

Addressing the vast gathering at the Dharna, Dr. Udit Raj that the attitude of the anti-reservationists is highly deplorable. There is no logic behind this attitude particularly when Govt. has decided to increase the number of seats for reservation which will in no way affect the general category students. It is unfortunate that whenever steps are taken for the welfare of SC/ST and OBC people, there are protests from some other sections of people. Reservation integrates the society while on the other hand anti-reservation policies of some sections of the people only disnitegrate the society. Dr. Udit Raj further said that 27% reservation for OBCs in IITs, IIMs and other institutions of higher learning should be implemented in one go rather than in stages.

On this occasion, Dr. Chandralekha, National Secretary of the Indian Justice Party said that it is unconstitutional and undemocratic to protest against 27% reservations for OBCs when a bill to this effect has already been passed. The AIIMS doctors who have gone on strike against this reservation should be removed from service. She expressed the view that such fissiparous tendencies among AIIMS doctors will continue till the present Medical Superintendent, Dr.Venugopal is there. It is surprising to note that anti-reservation protests start first of all at the AIIMS. The students at this prestigious Institute should concentrate mainly on their studies but they are quite often instigated to indulge in protests on frivolous issues by vested interests.

Other senior leaders of the Indian Justice Party like National Secretary, Kaliram Tomar , Senior Vice President of Delhi Pradesh Unit, Shri Suresh Diwan, General Secretary, Shri Chattar Singh Saini, Treasurer, Shri Jugal Kishore Saini, General Secretary of Delhi Pradesh Unit of Youth Front for Justice, Rajesh, Sarika Chowdhury, Shri Babu Lal Sarkania , Vice President of Delhi Unit of All India Confederation of SC/ST Organizations and Shri Madhu Chandra etc. also addressed the gathering.

DEMONSTRATION IN FRONT OF AIIMS, NEW DELHI ON 25.9.2006 AT 11 AM IN PROTEST AGAINST BURNING OF AMMBEDKAR LITERATURE BY ANTI-RESERVATION AIIMS DOCTORS.

 New Delhi, September 25,2006.`

A big demonstration was held in front of AIIMS, New Delhi , at 11AM on 25.9.06 by thousands of workers of the Indian Justice Party and All India Confederation of SC/ST Organisations led by Dr. Udit Raj, the President of the Party and Chairman of the Confederation against anti-reservation doctors of All India Institue of Medical Sciences who have burnt books and writings of Dr. Ambedkar which is the most sacrilegious act, to say the lest. Dr. Udit Raj said that the anti-reservation stir was started by a handful of AIIMS doctors under the overall guidance of the AIIMS Director.

The Progressive Medicos and Scientists Forum has said that Dalit medical students are being discriminated and ill-treated. Neither the AIIMS Administration nor the Central Government has taken any steps to stop the onslaught of discrimination and ill-treatment against Dalit medical students. A spokesman of the Progressive Medicos and Scientists Forum further stated that the upper caste hostel room partners are not allowing their Dalit first-year MBBS room-mates to sit close to them. If any Dalit student protests against this ill-treatment and discrimination, he is doubly punished by upper caste medical students in some other form. Nearly 35 Dalit first-year hostellers have complained to AIIMS Director, Dr. Venugopal against ill-treatment and discrimination by upper caste room-mates, but no action has been taken against the delinquent medical students belonging to upper caste so far.

Dr. Udit Raj declared that the AIIMS Director, Dr. Venugopal, despite clear evidence of his involvement in the anti-reservation demonstrations, Central Government has not taken any steps to remove him.

Reservation Day Declared and celebrated

 

New Delhi: August 7, 2006.

 

In a jampacked Talkatora Stadium, on the occasion of Reservation Day, Dr. Udit Raj today stated that former Prime Minister Shri V. P. Singh could have been honored like this long before what we are doing today. He stated that forces of social justice and progressive leaders like V. P. Singh former Prime Minister of India, A. B. Bardhan of CPI, Raj Babbar – MP and founder leader of Jan Morcha, Dr. Joseph D’souza – President of All India Christian Council and many more have all come together to further the cause of social justice. All India Confederation of SC/ST Organisations and Indian Justice Party to make this day that is August 7 of each year as 'Reservation Day', the day of social justice when poor, deprived farmers and exploited come together and discuss their wretched conditions and devise ways to improve their conditions. Despite bad health of Shri V. P. Singh, he remained a crusader for poor, SC/STs, OBCs and JJ clusters.

 

The President of Indian Justice Party, Dr. Udit Raj, stated today that the Veerapa Moily Committee should be rejected. The Oversight Committee headed by him has recommended implementing reservation to OBCs in phases. Unfortunately, there are contradictions in Congress itself in so far as implementation of 27% reservation is concerned. However, HRD Minister, Arjun Singh's intention is clear that it should be implemented at one go. Dr. Udit Raj patted CPM, CPI and DMK for favoring the implementation of reservation at one go.

 

On 7th August, 1990, then Prime Minister, Shri V. P. Singh announced to implement the Mandal Commission Recommendations. The present reservation of 27 % is rooted in Mandal Commission. Dr. Udit Raj said that the Indian Justice Party will observe the Reservation Day on 7th August, every year. Former Prime Minister Shri V. P. Singh was honored on the occasion. Dr. Joseph D’souza said in his speech, “Indian Dalits and Backward class communicates suffer social, political, economic injustice for centuries. They suffer injustice at the hands of Indian media power, Indian political power and those economic power holders. V. P. Singh in his concluding remark mentioned about Indian reservation system started way back with 3000 years old Hindu caste system. He says, “Designating education only to Brahmins, Ruling authority only to Kshetriyas, Trade only to Vaishyas, and labor only to Sudhras and Dalits.” Mr. Singh further said, “Injustice done to Indian Dalits and backward class communities are more a death penalties.”

 

People criticized V. P. Singh when he attempted to implement Reservation for backward class communities according to the recommendation of Mandal commission. The All India Confederation of SC/ST Organizations is fighting for reservation in private Sector, which Manmohan Singh govt. had promised it in Common Minimum Program but still it has not been fulfilled. There are other urgent issues, which Confederation will continue raising like backlog in govt. services and bringing out of Reservation Act.

MP Govt. snatched away the freedom of expression: Dr. Udit Raj

The Madhya Pradesh govt. snatched away the right of religious freedom or ideas by passing a controversial bill amending the state’s Freedom of Religious Act, 1968 to stop ‘religious conversions by force or allurement.’ The law even before amendment had this provision that if conversion is done through force or allurement it would be punished. Now along with this it is mandatory for both, who are willing to convert or be converted to inform the District Administration one month in advance. During this time the administration would check if conversion is voluntary or otherwise.

 

Dr. Udit Raj said that Madhya Pradesh govt. passed this bill because Dalits oppressed by rigid caste disabilities and untouchability were willingly embracing other religions. They didn’t fear either the govt. or custodians of Hindu culture. The real motive behind amending the law is that the state administration would get full one month time to coerce the ‘wretched of the world’ not to convert. The coercion can take the form of registering false cases against the individuals who seem all set to embrace other religions. This way govt. will have done its bit to keep happy RSS ideologues.

 

Dr. Udit Raj said that it’s important to note that govt. did such a thing when increasingly we are witnessing attacks on Christians, which are getting gruesome. The elite and upper caste Christians are also responsible for this. Such Christians don’t believe in organizing and fighting for a just cause. Rather they believe in easy life. They are not active in politics and also keep a distance from Dalits, minorities and other marginalized groups. This is the reason behind the fear psychosis engulfing the Christian community at present and that’s the reason why attacks are increasing, getting more barbaric and gruesome. If elite, poor and Dalit Christians get organized and work with like-minded forces things won’t be as bad in future. Dr. Udit Raj said he wanted cooperation to fight back the terror against Christians in Rajasthan but the response of elite Christians was quite lukewarm.

 

When the Tamil Nadu govt. brought the anti-conversion law the All India Confederation of SC/ST Organisations and All India Christian Council got together and resisted this. The govt. came under tremendous pressure and finally it had to abolish the law. Similarly, wherever anti conversion laws are being promulgated we need to oppose it and fight it tooth and nail. If this doesn’t happen, the laws will keep getting made and people’s right to ideas or religious freedom will have been undermined permanently.

 

The All India Confederation of SC/ST Organisations is getting in touch with all progressive people and organisations to fight it, oppose it by starting a movement. In an independent India to take away the freedom of ideas or freedom of changing ideas that is conversion is no freedom at all.

Dr. Udit Raj Met Law Minister Regarding Reservation

New Delhi, 15 July, 2005.

The All India Confederation of SC/ST Organisations has been struggling since beginning for withdrawal of anti reservation order issued by Department of Personnel and Training. These orders were issued on 30th January, 2nd July, 22nd July, 13th August and 29th August 1997. That time it was the Govt. of Janata Dal and Mr. Ramvilas Paswan used to be very vociferous for the cause of Dalits but he could not stop the issuance of these orders. When NDA Govt. came at the Centre, the Confederation started appealing for the cancellation of these orders. However, with great difficulties, three anti reservation orders were withdrawn by bringing out 81st, 82nd, 85th Amendments in the Constitution. Some general category associations challenged the validity of Amendments in the Supreme Court.

Now 77th, 81st, 82nd and 85th Amendments are pending before the Constitution Bench of Supreme Court. Dr. Udit Raj, Chairman of All India Confederation of SC/ST Organisations, met the Law Minister Mr. H.R. Bharadwaj today and requested him to engage senior and competent advocates to plead the case in best possible manner which is going to begin from 19th July 2005. Dr. Udit Raj thanks the Law Minister for agreeing to engage senior advocates.

Dr. Udit Raj also gave a call to the Dalit employees and officers to come forward and donate liberally so that All India Confederation of SC/ST Organisations can engage best solicitors in this case. Since the UPA Govt. is committed to uphold the cause of reservation therefore we hope the best possible supports from it.

Dalit Meet at Washington on 5th & 6th October, 2005

-  to provide reservation in the Private sector

-  and expose globally caste-based discrimination,

-  to expose Sangh Parivar,

-  sensitize UN fora for protection of Dalit Human Rights,

- addressing Global Media for two hours where Indian Prime Minister Dr. Manmohan Singh also held his Press Conference,

-  appeal to US media to provide opportunity to dalits.

 

New Delhi, 15th September, 2005.

In the era of globalization, it has become imperative to fight certain causes globally. With this understanding, the Dalit Freedom Network (DFN) is organizing a meet at Washington on 5-6 October 2005. Dr. Udit Raj, Chairman of the All India Confederation of SC/ST Organisations will be one of the chief spokespersons among others like Rev. Joseph D' Souza, International President, Nancy Ricks, Executive Director, Baroness Caroline Cox, Deputy Speaker, House of Lords, England, William Armstrong, Former US Senator from Colarado, US Senators, and other such prominent persons. A great friend of India and US Congressman, Joseph Pitts, will be the host of this meeting to be held on capital hill. His name was brought into controversy when Gujrat's C.M., Narender Modi's, Visa was denied. Joseph Pitts took keen interest in protecting the minority interest in Gujarat.

The objectives of DFN are to establish Education Centers for Dalits in India, empowering Dalits economically, provide medical and other health facilities, and protect their human rights. DFN is engaged to bring awareness in USA to help Dalits in India. It believes that the magnitude of caste problems can not be fought by a few, but by many people not only in India but worldwide. DFN is also the clearing house of information on activities involving Dalits.

DFN has established about 40 centers of education for Dalits in India which are not only imparting scholastic lessons and curricula, but gives global exposure and awareness about human rights. This will enable them to choose right options in their future. One education centre at Papaiahpeth in Andhra Pradesh has nearly broken the caste barrier. Thus DFN School is different from other schools. Children are also taught on how to make investments, become entrepreneurs, and manage the finances. This is time for DFN to become an international advocate for Dalit rights. Starting in Washington DC with the American Government, DFN seeks to represent Dalits not only within America but also internationally in the UNO and at major conferences on human rights and religious liberties. It will also raise funds for legal aid to provide relief to Dalits through Indian legal system. Dalits will be medically assisted, like free check-ups, vaccinations, subsidized medicines, training of village health workers, and funding scholarships for undergoing medical training. The US House International relation committee will hear the plights of Dalits.

Through the two-days' activities at Washington, we will have final discussion which will be participated by eminent personalities including me. The second day, I will be talking to global media for two hours at the Capital Building where Indian Prime Minister Dr. Manmohan Singh held his Press Conference during his previous visit. Issues like Gohana incident will be raised. No longer America will be the land for propagation by Vishwa Hindu Parishad (VHP) and Rashtriya Swayamsevak Sangh (RSS), and now the All India Confederation of SC/ST Organisations will also use this opportunity. VHP had taken out a marathon propaganda throughout America which indirectly or tacitly spread caste and communal feelings. At present, USA has become the melting pot, and plays a very decisive role for the world. Dalits must not be left behind to raise their voice on such land.

Indian Industries are opposing reservation in the private sector. America is a role model for them in all respects, be it technology, office culture, investments, capital mobilization, professional management etc., but when it comes to giving something to Dalits, it remains no longer a role model. When corporate houses in USA declare Annual Profit and Loss Account, they also proudly announce the jobs given to Dalits of America like Negros, Hispanics, and Red Indians. Most Businessmen part with their wealth for social and charitable purposes before their death unlike in India where they not only accumulate wealth by all means but pass it on to their families, hoarding black money as well. Lots of foreign investments and multinationals are in India, and through this meet, we will appeal to them in America to provide reservation in their establishments in India. It will also be endeavored to appeal to American media to give space to Dalits in their respective concerns in India. The Editors Association of America has done a commendable job by bringing up Negros in American media from 2% to more than 9%. When white dominated editors came to know that blacks were highly under-represented, they identified young black boys and girls and paid them and made them suitable to become journalists. If America is a super power, it is because of its fraternity and justice done to the deprived. USA is almost free from internal conflicts and that helps a lot to rule the world unlike us.

US Congress Committee Hearing in Washington on plight of Dalits, abolition of caste, reservation in private sector for the first time : Dr. Udit Raj

New Delhi, 11th October, 2005.

The US House Committee on International Relations - Subcommittee on Global Human Rights heard prominent Dalit Leaders on 6th October, 2005 at Capitol Hill, Washington. Reservation in private sector got international attention for the first time during the hearing titled "India's Unfinished Agenda: Equality and Justice for 200 Million Victims of the Caste System". This Committee was chaired by veteran New Jersey Congressman Christopher Smith. Other veteran Congresspersons like Barbara Lee, an Afro-American representative from California, Sherman, Tanscredo, Forteinberry, and Boozman were part of the Committee.

Dr. Udit Raj, Chairman of All India Confederation of SC/ST Organisations, told the US House Committee that globalization was diluting job opportunities for Dalits. According to Economic Times of .29th September, 2005 important companies had increased profits by 40% but jobs growth rate had increased by 3% only. Indian industries are not willing to integrate Dalits in their establishments. Foreign investments essentially flowing from US have got enough establishment and industries which can pave the way for job opportunities for Dalits, that is reservation in private sector. This will not only give a fitting reply to the prejudiced dominant castes but will also repeat history that foreigners can do better justice as British did in the past through the Poona Pact. US can uplift Dalits by issuing Visas to work in America. Although enough Doctors and Engineers are available, but Dalits can get jobs at least as manual workers. English and public school education in India is out of reach for Dalits, resulting in lack of knowledge of English, which blocks Dalits to take up jobs in America.

Dr. Udit Raj said that 150 years ago, there were no Black CEOs in US, there were no rights for Blacks and no cultural influence from Blacks, but now 75 Black CEOs are in major US companies. On the contrary, there are no Dalits as CEOs in any private company in India. Funds for promoting education and health flowing from America must empower Dalits with English knowledge. Dr. Udit Raj also met representatives of the World Bank (WB) and had discussion that WB projects for drinking water, housing, roads, and other basic amenities must provide for reservation to Dalits, to which there was positive response. The US House Committee was also requested to plead for reservation in the IMF, World Bank, and USAID aided projects. US Enterprises are controlled by upper castes and hence they are also not free from discrimination in hiring Dalit manpower.

In response to this Mr. Venu Rajamani, spokesman of Indian Embassy in Washington denied that there is any caste discrimination in India. He should have rather admitted gracefully that many unfinished agenda are still to be attended to, reminding the BJP led Government's stand in opposing tooth and nail the inclusion of caste discrimination in the World Conference of UN on racism, xenophobia and related intolerances held in Durban in 2001.

Dr. Joseph D'Souza, International President of Dalit Freedom Network (DFN) said before the House Committee that Growth of the Indian economy has not affected the 250 million Untouchables (called Dalits) who are denied economic opportunity, education, and equal treatment under the law. He also said that it is time for the US to work with the Government of India to end caste and stop atrocities against low caste Indians. He remarked that Dalit-Christians are denied reservation in government services unlike Dalits of other faiths. The US should support efforts to abolish caste through UN and other International bodies. One after the other, states are proposing anti-conversion law which denies religious freedom and this must be fought out globally. Donations coming from US to India should be given tax exemptions if they guarantee admission of Dalits, Tribals, and Other Backward castes (OBCs).

Indira Athwale, the President of Maharashtra State unit of the All India Confederation of SC/ST Organisations deposed that Dalit women are victims of not only double jeopardy but triple. Firstly they are born as women, secondly born in the Dalit society, and thirdly as poor. When at work for their family livelihood women are subjected to sexual exploitation, lower wage payment, and also to rear children doing other household work despite day-long toiling. Yet, their husbands and other family members, being less educated, harass them too.

Prof. Kancha Ilaiah forcefully advocated before the House Committee that UN should include Caste as a major source of discrimination, besides its five sources of inequality like race, religion, gender, language, etc. He said that Indo-US relationship and interests can be better guarded if there is equitable distribution of wealth in India, lest Dalits join in Maoist and Naxalite movements.

This is for the first time that such keen interest has been shown by the very important community in US when Indo-US relations dialogue is going on.
